Future of Fast Scala Builds: Rsc Outlining at Twitter

Twitter's Language Tools team has been working on Rsc, a Scala outliner that produces the equivalent of C++ header files for Scala. Armed with these outlines, Scala compilation can be parallelized, dramatically reducing build times in large monorepos.
